Please, read till the end of this message because it's my very life at stake here. I made aliyah in 1996 alone and have no family in Israel, and at that time I was healthy and working, but some years after that became completely disabled. The diagnosis includes a few serious endocrinological ailments, immune problems, kidney problems, tumor and a few other things, so I can't even take proper care of myself, less so work, and am practically house bound (most of the time bed bound, as a matter of fact). For some time I've been existing on the NII (in Israel it's called Bituach Leumi) disability payments which aren't much but it was my only source of income. However, thanks to the budget cuts NII started arbitrary cancelling pensions, and I became one of the victims, effective from December 1, 2001. The medical board just threw out my medical documents in front of a witness and announced that nobody is going to ever check them. I've had no income ever since. I am sueing the NII so eventually I should be paid retroactively and if someone gives me a loan I'll pay back but the legal proceedings are long and going to take yet months and months. I've tried every venue to get money, negotiated and renegotiated with my bank and what's not, but by now it's over, my bank account and my credit card are blocked due to overdrafty and I have absolutely no way to pay bills and rent and buy food and medicine. There is no organisation or welfare department or social worker who is taking care of my case. Local welfare department and the town (I live in Beit Shemesh, halfway between Tel Aviv and Jerusalem) authorities for years insisted that I either get back to Russia, or die already and thus stop bothering them, and when I tried to ask help from various organisations, they all invariably checked the welfare departmnent's opinion and were told all kinds of lies about how much help I am getting, how healthy and happily employed I am etc. So far neither the interference of the local press nor pro bono legal help from the Ministry of Justice (they have a special department that provides legal help to the needy) haven't been able to help me against Beit Shemesh municipality, as much as they are trying. So, folks, sorry to disturb you, but I already have no money even for basic necessities like medical treatment, housing (I should have paid my rent yesterday), food, water etc, and given my health condition I am extremely unlikely to survive this, unless I get help RIGHT NOW. He was diagnosed with malignant brain tumor, with metastases in the lungs. He has undergone one surgery already. Recently, instead of a second surgery, the doctors elected to treat him with chemical and radiological procedures on an in-patient basis. Currently he is in the Polenov Institute. I wonder some of us don't know about it until now. The problem is, that the database(s) used to build this system are very old. They were stolen somewhere approx. in 1993-94. I heard similar databases were sold on CD in SPb during 1995-1999, or so. If one attempts to find phone numbers definitely known as changed since 1994, he'll find only obsolete data. It seems that those guys cannot steal a newer version of database yet. But the link is still very useful in many cases.
